Volunteer opportunity – 2 citizens will sit on police disciplinary review board. Application is on his website. Lengthy questionnaire, requires commitment and some training, but an opportunity to participate.

Officer Montoya: Described the Friday, April 13 6:30 meeting at District #1 headquarters for graffiti sting. Chantal, Police Dispatcher, also spoke regarding 911 changes – humanizing the process – citizens can get involved and visit the call center which is opening up to the community. She passed out survey questionnaires to those who have called 911 in last 6 mos., or the non-emergency number. Valid 911 call examples: life or death, burglary in progress.

Introduced principals Mary Dean Marshall and Henry Burgwyn of Clay Street Residences, 2718 Clay St. designed by OZ Architecture, drawings and plans shown. Present building will be demolished soon, new structure will take about a year to complete. Questions were answered regarding the finish materials. Plan is for 55 units, 1 and 2 bedroom, affordable rental housing for moderate income tenants, off-street 1- to -1 parking, guests on street. Parking approach from Clay, no Sec. 8, tenants must qualify, no criminal backgrounds. $600-$800/mo. Henry plans to own bldg. for a long time; he has others places at 18th & Gaylord and Curtis Park. Occupancy rates discussed, Brad brought up parking permits availability, project security while being constructed, accountability. Site has B-4 zoning, use by right. The old brick will be recycled.
Spanos development agreement. Items: PUD materials, prohibiting parking permits, JPUN representative and board member, parking and traffic study, parks & recreation involvement. Separate agreement with neighborhood still possible. Still negotiating, meeting on 19th 7pm at Keller-Williams, hope to finalize for vote by JPUN soon. City Council meeting on Monday, 5:30 April 23rd, 4th floor, please show up to sign in and comment. We still have “No Spanos” yard signs. 720-350-8411 is Brad’s number. OD-9 overlay district presentation – a progress report – by Karen Harvey:
History first, then Deirdre Oss, a city planner, and Charlie Meredith from city zoning will answer technical questions.
Boundaries outlined in 2005 neighborhood plan, still flexible, depending on opposition/acceptance. This is still evolving due to mixture of people and businesses. 1st mailing w/ballots last year, more refined and complete recent 2nd mailing March 2007, again with ballots. Still compiling details, votes, info; transparency of process emphasized. Handouts were supplied, illustrating with drawings and photos what would be acceptable or not under OD-9 were distributed by Karen and Deirdre Oss. Deirdre’s drawings showed comparisons of R-3 and R-3/OD-9 showing bulk planes, setbacks. Membership discussed this with Rick Garcia commenting. Property valuation is an issue for some residents. City Park West and South compared. Putting in place the tools and philosophy of how to handle future development and improvement is the reason for all this. JPUN is here to channel and facilitate the public process and represent what the membership wants. Deirdre complimented our energy and foresight in this process. Participation is the key to the public process. The aim is to contact everyone in the area and document everything.
